Eustace always knew that Courage would flinch, shriek and experience a heart attack every time. It's as if he had knowledge beforehand that it would work no matter what. Sooner or later Courage would get used to the mask but it never happens. It's as if there is a time loop that repeats itself over and over again without any interruption and Courage has to relive that terror forever while he can defeat all other obstacles that enters the farm in the middle of nowhere.

Eustace is the main antagonist and he knows it.

I bet Eustace is using the ooga booga phrase as a stimulus to travel backwards in time and scare Courage. It obviously makes zero sense that Courage wouldn't be expecting Eustace to pull it out when he already experienced it once.
